Transportation impacts from all developments which are predicted to generate a significant increase in traffic must be assessed. A Transport Statement or Transport Assessment should be submitted with a planning application for such a development. Some developments may also require a Travel Plan.

What is a Transport Assessment?

A Transport Assessment is a detailed assessment of all of the transportation effects of a proposed development. In addition to analysing the effects of increased traffic on the local road network a Transport Assessment identifies measures which will be taken to reduce the severity of these anticipated impacts. What is a Transport Statement?

A Transport Statement is a simplified Transport Assessment which may be used for developments which generate less significant transport impacts. For more information on Transport Statements please visit our Transport Statements page.

When is a Transport Assessment or Transport Statement required?

The National Planning Policy Framework (NPPF) states that “All developments which generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment…”

The magnitude of the predicted transport impact determines the detail of assessment required. Larger developments may require a full Transport Assessment, for smaller developments a Transport Statement may be sufficient.

Consultation with the local authority is recommended in order to agree the type of assessment that will be undertaken. What is a Travel Plan?

A Travel Plan is a site specific package of measures which aim to reduce the significance of transport effects from a proposed development. A Travel Plan is generally required to accompany Transport Assessment, and in some instances may be required to accompany a Transport Statement.
