Scope –An air quality assessment meeting the requirements of the Air Quality & Emissions Technical Planning Guidance (TPG) – Part of the West Yorkshire Low Emissions Strategy, for a proposed residential development featuring the demolition of existing industrial buildings and construction of a number apartment blocks. Following pre-application advice from the Council, it was decided that, due to the sensitive location of the Development within the Wakefield City Air Quality Management Area, detailed dispersion modelling would be required to assess the impact of existing air quality on the Development. Furthermore, in line with the TPG, an Emissions Damage Cost Calculation was required in order to value the levels of mitigation required by the Development.
Solution – Industry standard ADMS software predicted the impacts of concentrations of pollutants at new receptors introduced by the Development to be negligible. The emissions arising from the development were valued, and mitigation proposed in order to compensate for any air quality impacts.
